Europeiska branschorganisationen för kemikalier, Cefic, har publicerat en första ekonomisk analys av vad Kommissionens Kemikaliestrategi kommer att innebära för europeisk industri.
Specifikt har man tittat på konsekvenserna av:
nya faroklasser i klassificerings- och märkningsförordningen, CLP. Omfattar t ex. hormonstörande egenskaper.
Generic Risk Approach” (GRA) som föreslås införas i Reach-förordningen. Generic Risk Assessment innebär ett automatiskt förbud för professionell och konsument användning av ämnen som får en viss klassificering.
Man bedömer bland annat att 12 000 ämnen kommer att omfattas av dessa två ändringar vilka står för 43% av omsättningen av europeisk kemikalieindustri. Kemikaliestrategin innebär förutom dessa två regeländringar ytterligare 83 åtgärdspunkter som också kommer att påverka industrin.
Bland de branscher som påverkas är tillverkare av tvätt- och rengöringsmedel och kosmetiska produkter. Särskilt stora blir effekterna för professionella produkter.
Cefics president Dr. Martin Brudermueller säger i ett uttalande att kemiindustrin stödjer målsättningen med Kemikaliestrategin och föreslår det man kallar “Chemical Industry Transition Pathway”
“The proposed Transition Pathway should include timelines and measures for the industry to develop substitutes and focus on those products where these substitutes could be available first. In this, it should build on proven and established approaches such as the risk assessment under REACH. Incentives will be needed to create markets for these new chemicals, combined with a doubling down on enforcement of REACH and product safety legislation for imports. The package should be complemented by a strong innovation agenda to accelerate the development of safe and sustainable-by-design alternatives. Finally, the Transition Pathway should also address the other three transitions that the chemical industry has to undergo – climate neutrality, digitalisation and circularity.”
